You mentioned an ESD. What is that? 

Emergency Services Districts, or ESDs, are political subdivisions (local government agencies) of the State of Texas authorized by the state’s Constitution. Harris County ESD 16, operating as Klein Fire Department, was created as a taxing district to provide fire protection and related emergency services for our 49 square miles of the Spring/ Klein area.

Explain what a “tax rate cap” is again? 

It’s the maximum property tax rate the ESD is legally allowed to adopt. ESD 16’s cap is currently $0.05 per $100—lower than the cap many neighboring ESDs use. The referendum seeks voter authorization to raise that cap (authority), not to set a new rate on day one.

If the cap increases, will my taxes go up right away? 

No. Changing the cap does not automatically change your current rate. Any actual rate changes happen during the normal annual budget process and remain subject to Texas voter approval limits on revenue growth.

How much do I pay now? 

At the adopted $0.050000 rate, a $350,000 home contributes about $175/year to KFD.

Didn’t we vote on this before? 

Yes. In May 2025, voters narrowly rejected a similar cap increase (335–334). The board canvassed the results on May 12, 2025.

What’s changed since then? 

KFD has continued to operate transparently, publish budgets, and track rising service demands. The district remains ISO Class 2 and continues investing in people, training, and apparatus within the existing cap. The question before voters now is whether to restore flexibility so the ESD can adapt over the next several years without repeated special elections.

Where can I see KFD’s finances? 

The ESD publishes tax notices, calculation worksheets, and adopted budgets each year on its website—www.hcesd16.org.

Why can’t you just use the extra sales tax? 

We do! Sales tax revenue is vital and about half of KFD’s revenue comes from a 1% local sales tax. But it changes with the economy. Property tax provides the stable “floor”, a predictable funding needed to plan multi-year purchases and pay the salaries of the firefighters who show up at your door at 3:00 a.m.

Will my taxes go up every year? 

Not necessarily. The rate is adjusted every year based on property values and the actual needs of the department.

It MUST be approved by the ESD 16 Board each year at the regularly scheduled public meeting. If property values go up significantly, the rate often stays flat or even goes down.

Some increases that exceed the voter approval rate would require another election in November.

How does a better ISO rating help me? 

ISO ratings (Klein Fire Department is Class 2) can reduce many homeowners’ and businesses’ insurance premiums; sustaining that rating depends on continuing investments in staffing, apparatus, continued and advanced training, water supply, and communications.

We would face difficult choices. To stay within an outdated budget cap, we might have to delay replacing aging engines or reduce the number of firefighters on duty, which could lead to longer response times.
