           Our Story and Our Mission

           Our story began in 1951, when a handful of neighbors in Klein saw a need and stepped up to protect their community. With little more than determination and a shared sense of responsibility, these volunteers laid the foundation for what would become the Klein Fire Department. Over the decades, as our community grew from quiet neighborhoods in farmland into a thriving part of northern Harris County, we grew too—expanding our services, training, and resources to meet the needs of the people we serve.

           Today, under Harris County Emergency Services District 16, the Klein Fire Department proudly covers a 49-square-mile area, responding to thousands of calls each year. From house fires to medical emergencies, from rescuing families in distress to supporting disaster recovery, our mission remains the same: to protect life and property with courage, honor, and integrity.

           Klein is not the same community it was 5 or 10 years ago. Families are moving in, businesses are growing, and new neighborhoods, schools, and roads are being built. With this growth, our fire department is answering more emergencies than ever—calls have increased 75% in five years, and our population now exceeds 200,000. Every new home, apartment, and business adds to the need for fast, reliable emergency response. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           We’ve worked hard to keep you safe by adding full-time firefighters, improving training, and upgrading equipment, which helped reduce our average response time from 10 minutes in 2015 to about 6 minutes today, while maintaining an ISO 2 rating that can help lower insurance costs. But costs have risen sharply—a fire truck that was $375,000 in 2010 now costs over $1.3 million—and our funding has not kept pace with Klein’s growth. This Community Needs Assessment is our chance to plan ahead together so safety grows with our community. Your input will help guide decisions about staffing, equipment, and emergency response in the years ahead.

           Our current revenue is unable to support the present level of service going forward. ESD 16 faces significant challenges due to its aging infrastructure, including fire stations and emergency apparatus. At the same time, we are experiencing increased costs across all aspects of our operations. More than 80% of our current revenue is allocated to staffing and related expenses. This allocation means that, without additional funding, we will not be able to maintain staffing at all eight fire stations in the future. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

            This situation is especially concerning as our annual call volume continues to rise, and the emergencies we respond to are becoming more complex. Our crews are dispatched to a wide range of incidents, from structure fires and aircraft emergencies to natural disasters and medical crises such as overdoses and cardiac events. The demand for our services has never been higher. 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;

           In addition, maintaining a low ISO rating—which helps determine local property insurance costs—depends on our ability to provide highly trained personnel, maintain modern equipment, and ensure rapid response times. Without sufficient resources, our capacity to meet these critical standards and protect our community’s safety is at risk.

           Harris County ESD 16, Klein Fire Department is funded primarily through property taxes. By state law, Texas Emergency Services Districts can levy a maximum of $0.10 for every $100 of property value. Despite responsible fiscal management, the surging costs associated with staffing, apparatus, fuel, and technology have outpaced the revenue generated primarily through property taxes. With the district’s tax rate at approximately $0.05 per $100 of property valuation—half of the legal limit and significantly lower than all neighboring districts—the resources required to maintain our existing emergency services are no longer sustainable. The recent introduction of debt service in 2025 to keep pace with growth further emphasizes the strain on our budget and the urgent need to address this funding shortfall.

          . The EOC activation had enhanced coordination, situational awareness, and emergency response capabilities across the Klein community during the storm.

           KFD extends sincere appreciation to community members who stayed off icy roads and followed safety guidance. Their cooperation helped ensure crews could respond quickly and safely to neighbors in distress. The department had previously urged residents to avoid unnecessary travel, monitor weather updates, prepare for freezing temperatures, and check on vulnerable individuals – messages that supported overall community safety.

          Since 1951, the Klein Volunteer Fire Department (KVFD) has provided fire suppression, first responder EMS, and related services within the Klein community’s 49-square mile service area in northern Harris County. In September 2022, Harris County Emergency Services District 16 (“HCESD 16” or the “District”) assumed direct responsibility for those services and now operates as the Klein Fire Department (“KFD”), providing fire and rescue services for the citizens who reside in and pass through HCESD 16.

            (Klein, TX. November 28, 2025) Harris County Emergency Services District 16, Klein Fire Department (“HCESD 16” or “KFD”) executed a swift and resilient emergency response following the severe weather event on Monday, November 24, 2025.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Our actions began immediately with the activation of our Emergency Operations Center (EOC) and the establishment of seamless coordination with local agencies and vital volunteer organizations. Despite ESD 16, Klein Fire’s Administrative Complex itself sustaining a hit from the EF-2, our personnel maintained operational continuity, embodying the unwavering commitment of the department.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Over a critical 24-hour period, our teams responded to no less than 59 separate emergency calls, with support from our mutual aid fire departments, that included multiple gas leaks, structure fires, collapses, smoke and carbon monoxide investigations, outside fires, and electrical hazards. Key operational tasks included conducting rapid damage assessments across the area – which confirmed at least 900 structures were impacted – and dedicating significant resources to clearing essential roadways and assisting residents directly with major debris removal.

    &lt;br/&gt;&#xD;

           About Harris County Emergency Services District No. 16, Klein Fire Department

            Since 1951, the Klein Volunteer Fire Department (KVFD) has provided fire suppression, first responder EMS, and related services within the Klein community’s 49-square mile service area in northern Harris County. In September 2022, Harris County Emergency Services District 16 (“HCESD 16” or the “District”) assumed direct responsibility for those services and now operates as the Klein Fire Department (“KFD”), providing fire and rescue services for the citizens who reside in and pass through HCESD 16.

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;

    &lt;span&gt;&#xD;
      
           HCESD 16 is a government entity and a political subdivision of the State of Texas, organized as provided by State Law to protect life and health. The five-member District Board of Commissioners are elected by the voters of the ESD 16 service area and is subject to various state laws, rules, and regulations.

           Klein Fire Department Responds to Unconfirmed Tornado

            (Klein, TX. November 24, 2025) Harris County Emergency Services District 16, Klein Fire Department (“HCESD 16” or “KFD”) responded to multiple damage scenes in the aftermath of an unconfirmed tornado. There is widespread damage to the area, with no injuries or fatalities reported.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            This afternoon, at approximately 1:40 p.m., our community was struck by a severe weather event, an unconfirmed tornado, causing widespread damage across several neighborhoods within the Klein Fire Department’s service area. Our primary focus immediately shifted to life safety and rapid response.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            The damage being assessed now requires our full attention. We have confirmed the following primary hazards:
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;strong&gt;&#xD;
        
            Widespread Residential Damage:
           &#xD;
      &lt;/strong&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
        &lt;/span&gt;&#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
                    Numerous homes have sustained varying degrees of structural damage.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;strong&gt;&#xD;
        
            Active Gas Leaks:
           &#xD;
      &lt;/strong&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
                   Our crews have been working with utility partners to isolate multiple reported natural gas leaks. This remains an extreme hazard.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;strong&gt;&#xD;
        
            Downed Power Lines:
           &#xD;
      &lt;/strong&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
                  Power lines are down throughout the affected areas, creating electrocution risks. Some areas within the path of the storm are currently
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
                  without power. Centerpoint is actively in the area.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;strong&gt;&#xD;
        
            Downed Trees and Debris:
           &#xD;
      &lt;/strong&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
                   Debris and downed trees are blocking roadways, complicating access for emergency vehicles.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;strong&gt;&#xD;
        
            Structure Damage:
           &#xD;
      &lt;/strong&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
                  Beyond residential areas, we have noted some damage to commercial and public structures.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
           Our Response and Coordination
          &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    
          “I want to commend the swift and courageous actions of every firefighter, EMT, and dispatcher working within the Klein Fire Department service area,” said Fire Chief Jason Catrambone. “We were on the ground immediately, initiating search and rescue operations and addressing the most critical hazards.”
         &#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    
          Klein Fire Department is operating in full coordination with the Harris County Fire Marshal, Harris County Judge’s Office, Harris County HazMat, Harris County Precinct 3 Commissioner’s Office, Harris County Constable Precinct 4, Harris County Sheriff’s Office, Harris County Flood Control District, Texas Department of Public Safety, Harris County Office of Homeland Security and Emergency Management, Texas Division of Emergency Management; and all of our mutual aid fire departments. Our joint command has established operational priorities:
         &#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    
          1.
          &#xD;
    &lt;strong&gt;&#xD;
      
           Emergency Response:
          &#xD;
    &lt;/strong&gt;&#xD;
    
           Responding to all incoming emergency calls in the service district.
         &#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;

           Hazard Mitigation:

           Crucial Safety Directives

             The most important thing our community members can do right now is to follow these critical safety instructions:

    &lt;br/&gt;&#xD;

             Do not attempt to sightsee or drive to affected areas. You would be impeding emergency response and putting yourself at risk.
            &#xD;
        &lt;/span&gt;&#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
          
             If you see a downed power line, assume it is energized. Stay at least 30 feet away and immediately call the non-emergency line or 9-1-1 if the area is actively sparking.
            &#xD;
        &lt;/span&gt;&#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
          
             Due to confirmed gas leaks that are popping up in our area, please refrain from using lighters, candles, or any source of open flame until your area is declared safe by fire and utility personnel. If you smell gas, leave the area immediately and call 9-1-1.
            &#xD;
        &lt;/span&gt;&#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
          
             If you are safe, check on your immediate neighbors, especially those who are elderly or have physical disabilities.
            &#xD;

          This severe weather has tested our community during a time when we are getting ready to celebrate Thanksgiving with our families. However, our community and the spirit within Klein is strong. We will navigate this together and work together to quickly restore areas that have been damaged.            The alarming rise in fires at area recycling and disposal facilities, frequently linked to discarded lithium-ion batteries, highlights the urgent need to address battery safety. This trend, coupled with the growing use of lithium-ion devices, poses an increasing risk of battery fires in our homes and workplaces.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The Harris County Fire Marshal's Office (HCFMO) is raising awareness with its “Take C.H.A.R.G.E. of Battery Safety” campaign. From the first sign of a problem, you could have less than a minute to escape a battery fire. The best way to be safe is to prevent a fire from starting. There are six essential steps you can take to reduce your risk and keep yourself, family, and neighbors safer from harm.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           1. Choose certified products.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           2. Handle lithium-ion battery-powered devices with care.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

           3. Always stay alert for warning signs.

    &lt;/span&gt;&#xD;

           4. Recycle devices and batteries properly.

           5. Get out quickly if there’s a fire.

           Many people own space heaters to help heat their home during those extremely cold nights and days we have, but keeping warm could possibly come with risks. According to the Consumer Product Safety Commission, approximately 1,700 residential fires a year are caused using space heaters; some resulting in residences deaths.

           | KLEIN, TX. November 18, 2023 | The Harris County Emergency Services District No. 16/ Klein Fire Department hosted our official Grand Opening festivities at our new HCESD 16/ Klein Fire Department Administration Building on Saturday, November 18, 2023.
           &#xD;
      &lt;span&gt;&#xD;
        
            ﻿
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;

           What fun we had! With a dunk tank, bouncy house, obstacle course, our ginormous friend, Fireman Freddy, and our friend The Cow from Chick-fil-A, it was a blast! Residents of our area from near and far came to see our new digs and all the things the facility has to offer.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           We have one large conference room that can be split into two smaller meeting rooms, available to be rented by Klein community members and civic groups. Attached to it is a gourmet kitchen where meals may be prepped and served through the pass-through into the conference room. (Administration staff may or may not make their lunches in there from time to time.)
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           A special thank you to State Representative Sam Harless, State Representative Valoree Swanson, and Kent Clingerman on behalf of Precinct 3 Commissioner Tom S. Ramsey for being our biggest supporters. A huge appreciation to our fellow first responders who came out – HCFMO HazMat and Harris County ESD 11 Mobile Care. And another big thanks to our community partners for their continued support, including McDonalds Gleannloch Farms, Chick-fil-A Gleannloch, Smallcakes Tomball, Gulf Coast Regional Blood Center, City-Wide Party Rentals, and Tunnel to Towers Foundation.

      &lt;/span&gt;&#xD;

           The Medal of Valor is the second highest award for valor and was awarded to two members for acting with selfless courage and heroism. The Medal of Valor is for those who distinguish themselves in “ordinary” acts of courage. They have performed a voluntary act of heroism in the face of danger to themselves. In an act of life saving or attempted lifesaving, the Medal of Valor recipient is one who displays extreme and heroic daring at the risk of one’s own life.

      &lt;span&gt;&#xD;

            Established as a non-profit corporation and funded by Harris County Emergency Services Districts 7 (Spring FD), 13 (Cypress Creek FD), 16 (Klein FD), 28 (Ponderosa FD), and 29 (Champions FD), to dispatch fire, rescue, and emergency medical first responders, the organization serves a
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://texasecc.org/coverage-area" target="_blank"&gt;&#xD;
      
           coverage area
          &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            of more than 150 square miles in the northern portion of unincorporated Harris County.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;

           Lori Broadrick, the Executive Director of Texas ECC, stated, "Over the past two years, we've been connecting people to safer, more reliable dispatch services, empowering the communities we serve, and streamlining processes for our first responders. I am honored to celebrate this significant milestone with our talented employees who share a common mission and commitment to a high-performance culture."

            for emergency fire dispatching, Texas ECC stands among the ranks of only 66 agencies worldwide to achieve this distinction.

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           “At a time when 911 workers and call centers are in significant distress due to understaffing across the United States, we’ve not only stayed fully staffed, but we’ve increased our number of employees to meet the needs of our community,” Broadrick said.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           She attributes Texas ECC’s competitive pay, expansive benefits, and support from first responder agencies to the organization’s ability to grow, despite the national odds.

    &lt;span&gt;&#xD;

           Texas ECC also serves as a Secondary Public Safety Answering Point (PSAP) within the Greater Harris County 9-1-1 Emergency Network, which oversees the administration of the 9-1-1 emergency communications and technology infrastructure for Harris and Fort Bend Counties.

           The required size of the poster is 14 inches by 24 inches.

          &#xD;
    &lt;/span&gt;&#xD;

           Any art medium is acceptable, including painting, acrylic, cut-outs, pen and ink, crayons, chalk, pencil, and computer graphics, but must adhere to the following limitations:

           During his introduction to the other area chiefs, Interim Fire Chief Montgomery, who was responsible for successfully leading the Department through its transition from a volunteer department to its merger with HCESD 16, put it succinctly, "As we move into a new era for the Klein Fire Deparment and the community as a whole, please welcome him and his family with open ares, and show him what Texas and Klein have to offer!"

            The Harris County Commissioner’s Court
           &#xD;

            approved an outdoor burn ban due to the extreme heat and continuous drought conditions across the county and unincorporated areas.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Under a “burn ban”, no outdoor burning is allowed except in an enclosure that contains all flames and/or sparks, outdoor burning activities authorized by Texas Commission on Environmental Quality (TCEQ), approved ceremonial fires, non-commercial cooking, and prescribed “hot work”.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Backyard cook-outs and barbeques are allowed with equipment designed for that purpose, as is welding and other “hot work” performed in accordance with county fire code requirements.

           Klein Fire Department Responds to Storage Facility Structure Fire
          &#xD;
    &lt;/span&gt;&#xD;

         (Klein, TX. June 8, 2023) Harris County Emergency Services District 16, Klein Fire Department (“HCESD 16” or “KFD”) responded to a commercial storage unit fire in the evening hours of Wednesday, June 7, 2023, in the southwestern portion of the District. 
         &#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          The fire at the Life Storage facility located at 22300 Tomball Pkwy, Houston, TX 77070 was quickly upgraded to a full box alarm. Cypress Creek Fire Department Engine 23 (CCFD) was first on arrival and began fire suppression efforts. KFD’s Tower 34 and Engine 36 arrived immediately after CCFD. KFD District 31 assumed command.
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          Operations were initially hindered by a lack of water supply in the immediate area. After the water supply was established, all crews worked for approximately two hours to get the incident under control.  
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          One Klein Firefighter was taken to the hospital for a minor medical emergency. He was treated and released shortly thereafter. A full recovery is expected.
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          Harris County ESD 13/ Tomball Fire Department and Harris County ESD 11 Mobile Healthcare also assisted KFD on scene. The cause of the fire is under investigation by the Harris County Fire Marshal’s Office.

           About Harris County Emergency Services District No. 16, Klein Fire Department
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;

  &lt;p&gt;&#xD;

           Since 1951, the Klein Volunteer Fire Department (KVFD) has provided fire suppression, first responder EMS, and related services within the Klein community’s 49-square mile service area in northern Harris County. In September 2022, Harris County Emergency Services District 16 (“HCESD 16” or the “District”) assumed direct responsibility for those services and now operates as the Klein Fire Department (“KFD”), providing fire and rescue services for the citizens who reside in and pass through HCESD 16.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;

           HCESD 16 is a government entity and a political subdivision of the State of Texas, organized as provided by State Law to protect life and health. The five-member District Board of Commissioners are elected by the voters of the ESD 16 service area and is subject to various state laws, rules, and regulations.

         As of September 1, 2022, Harris County ESD 16 has completed the transition with Klein Fire Department to become the direct service provider for fire protection and rescue services in the Klein area.

           Our next year has many great improvements planned and we will continue to make strides in service to our community.
